314 URB-LOC 0017 Advisor is one of the many Advisors that control the Combine and dominate Earth. 314 URB-LOC 0017 is also the first Advisor that Gordon Freeman and Alyx Vance have contact with.

314 URB-LOC 0017 was one of several Advisors stored within the Citadel prior to its destruction. The numerical name on the pod appears to have something to do with the location of the the Advisor, as URB-LOC 0017 almost certainly refers to "Urban Location 0017", AKA, City 17.

[edit] Half-Life 2: Episode One
In Half-Life 2: Episode One, during their mission to stop the Citadel from melting down, Gordon and Alyx encounter 314 URB-LOC 0017 in a room where Advisor Pods are being launched to safety.[1] Alyx, curious about what is happening, is shocked to see Breen on the Interface, although she realizes it is just a recording. Alarm bells start to ring as 314 URB-LOC 0017 is loaded into its pod to be launched to safety from the self-destructing Citadel. As Alyx examines the foreign creature, the Advisor unleashes a painful telepathic attack on Gordon and Alyx, driving them from the room.[1]
[edit] Half-Life 2: Episode Two
In Half-Life 2: Episode Two, 314 URB-LOC 0017 is shown in the recap of the previous episode, attacking Gordon and Alyx. At the same time as this is seen, Alyx's question of how Breen could possibly have survived can be heard.
The crashed Advisor pod seen outside the barn complex is labeled 314 URB-LOC 0017. This suggests that the Barn Advisor may be the same individual, though it is equally likely the model was simply reused. It is also possible that the label does not actually refer to the Advisor itself, but rather serves as a model number for the pod.
[edit] Abilities
Like all Advisors, 314 URB-LOC 0017 has powerful telepathic and presumably telekinetic abilities. In response to Alyx's unwanted examination, it uses a telepathic attack that causes both Gordon and Alyx immense pain, as well as distorting their vision. The attack doesn't do any actual damage, but persists as long as Gordon and Alyx remain in the room. Alyx has to catch her breath afterward.

- The shaft seen in the Citadel in Episode One where the Advisor leaves is one of the oldest concepts created for Half-Life 2. An early WC mappack map ("
proto_citadel_advisor.vmf") features a prototype version of it.[2] - His name could mean the following: Assignment - Location Type - Area; 314 is its assignment, URB-LOC could stand for Urban Location (i.e., City 17), and the Area 0017 (which could stand for City 17). However, this is only speculation.
